If you get the money spent down ($5000 resource limit) and still have the vehicle, you might need to speak to a SNAP worker. From the Texas HHS site:
"Up to $15,000 of the FMV for the highest valued countable vehicle is exempt. The excess over $15,000 FMV is counted toward the combined resource limit."
Remember the test is fair market value, so if you see and can bring in evidence that the FMV is below $1k based on market conditions, the worker should be able to authorize benefits assuming all other requirements are met. The used market for vehicles is just starting to cool down, so also get the FMV down.
