I rarely look at ratios. Mostly, I'm disappointed at the opposite. The ratio itself is a time-based math problem: qualitative versus quantitative interactions.

If someone is following tens of thousand of accounts, do they actually have meaningful interactions with those accounts? Can they realistically have meaningful interactions with those accounts? Do we know what their feed looks like? Do they leave thoughtful comments rather than drive-by, 'great read' ones?

There is little analysis that can be done to determine a writer's thoughts and intents. However, you can look at their actions and make a value-based judgment call based on the closest fit between their behavior and reality.
