Europe had a financial crisis that year. The US was the next year. It's possible the global economy affected the decision. Regardless, I wouldn't be too hasty to judge unless the author wrote something like 'x is a piece of shit country compared to the USA'.

Otherwise you might seem hasty in your judgement with little evidence to support your conclusion.
