Buster's piece on this a few days ago nailed a lot of why things went down the way they did. Like Facebook, Instagram, etc. stopping people from making false accounts is hard. If they explain how the team goes about eliminating bots, then the bot makers can build better bots with modified evasion tools.

The main problem I see is the lack of timeliness in response. The rumor mill starts swirling and mistrust sets in. Similarly, the lack of timeliness in reviews for reinstatement creates mistrust.
